Update fallback wallpaper

Switch from a dark gradient to a pure black background (#000000).  Add
the following inscription in pure green (#00ff00):

	where there is a shell,
	there are dotfiles_

The image was made with GIMP.  It is available under the terms of the
Creative Commons Attribution-ShareAlike 4.0 International License.  Its
dimensions are 1920x1080.  The text uses the "Terminus" typeface.
