tempus-themes: update to version 2.0.0.20210514

Change colour values to ensure a minimum distance in relative luminance
of 1.15 between each scheme's main and alternative backgrounds.  Those
are col0, col7 (black, bright black) for dark themes and col15, col7
(bright white, white) for light themes.  To guarantee that the contrast
ratio for each theme does not fall below its target, several colours
have been adjusted to have an appropriate relative luminance.  The
changes are fairly marginal.

Here are all the new contrast ratios.  In column 1 is the 16-colour
palette, starting from col0 all the way to col15, while the first row in
columns 2 and 3 holds the values of the main and alternative background,
respectively.  A ratio of ~1.00 only exists between background values
and should thus be ignored:

Vim: update Tempus themes to v1.8.0.20201111 
From the generator's CHANGELOG:[1]

    1. Add the 'g:tempus_enforce_background_color' option.  It sets the
       background colour for Vim inside a terminal.  This is useful when the
       application is ran in a terminal emulator that has a transparent
       background.  By default, the themes do not set a background for such
       cases, so as to conform with the transparent aesthetic.

    2. Configure the 16 colours used by default in Vim terminal windows when
       using GUI mode with 'g:terminal_ansi_colors' or with 'termguicolors'
       (e.g. when the terminal supports truecolor).  Same for the equivalent
       Neovim parameters.

Improve linting styles for Vim and GTK syntax 
This syncs with version 1.7.0.20200407 of the Tempus themes generator:

The scope of the changes:

1. Specify extra variables for linter-related underlines.  This is done
   in the "preset" data files.  No need to add conditional logic to the
   templates.

2. Implement the new underlines in the gtksourceview{3,4} templates.
   For them the method is to colourise both the underline and the
   affected text.

3. Update the `vim' template accordingly.  This is done by extending
   support to the highlight groups of "YouCompleteMe" and "Syntastic".
   Here is a slight difference between GUI and Terminal versions: the
   former has just a coloured curly underline, while the latter has an
   underline with no further colour adjustments.  The idea is that the
   linter's UI, its prominent indicators, will suffice as visual
   feedback.

Fix regression and missing colours for CursorLine 
The current line should use proper colour values instead of the invalid
"none" keyword for {gui,cterm}bg.

The background value is the "alternative" background.  Colour 8 (bright
black) for dark themes.  Colour 7 (white) for light themes.

This syncs with the latest version of the Tempus themes
generator (version 1.5.1.20200325):

MAJOR CHANGES to live theme switching 
1. Add `tempus`, successor to own_script_update_environment_theme.  The
   latter is now deprecated.  TEMPUS has superior performance while
   retaining feature parity.  It also has a cleaner, streamlined design.
   Furthermore, it feels more natural when used through the command
   line: `tempus classic` will switch to Tempus Classic and so on.

2. Full rewrite `tempusmenu`.  It was a complete mess as it was trying
   to interface with own_script_update_environment_theme, thus
   compounding the poor design.

3. Deprecate own_script_update_tmux_running_vim.  Use tmux_update_vim.

4. Adwaita (light,dark) is now the default GTK widget theme.  This
   removes the dependency on Materia theme.

5. Minor updates to accomodate the changes.  The most notable one is the
   removal of the check for the flatpak executable in bspwmrc.

Review changes to Vim template, because they did not work well with
light themes.  A better default has been set.  Nevertheless, it seems
the best solution for Xterm is to just enable cursor blink, so that you
can at least have an idea of where the cursor is when/if it is obscured
by colour combinations that it cannot support properly.

    Minor, but important changes that are meant to address some
    inconsistencies between the cursor colour and the underlying text
    colour when running Vim inside XTerm.  In particular:

Minor refinements to the Vim template:

1. Remove "italic" styles from the CLI version of the theme.  This is
   particularly important for bitmap fonts that do not offer true/good
   italics, but also for some popular outline (variable) fonts, such as
   Inconsolata and Fira Mono.
2. Redefine the styles that govern invisible characters and bracket
   matching.  Both are made more subtle, while also adding to the
   function of the constructs they apply to (e.g. "invisible" characters
   should not look the same as ordinary text, yet still be clearly
   visible -- `:set list` to try it out).
