Comments and docstrings only, no functional change. * lisp/progmodes/cperl-mode.el: Push version for ELPA publishing. Point URL header to https://elpa.gnu.org/packages/cperl-mode.html. Add information about :core package status. Start the commentary with the supported version of Perl syntax. Move advertising 'cperl-hairy' from the commentary section to the docstring for 'cperl-tips'. Drop recommending 'cperl-speed', no longer relevant. Drop incomplete (and inaccurate) list of faces.
