Use fewer newlines around the separator line, multiple places

* lisp/emacs-lisp/package.el (describe-package-1):
Remove extraneous newlines around the separator.
* lisp/help.el (describe-key): Same.
* lisp/help-fns.el (describe-symbol): Same.
Also stop stripping space/tab/nl at the end of the inserted
doc. This way we keep the extra newline at the end of the
additionally-indented paragraph about "other relevant functions",
compiler macros, etc.

Prevent displaying an ungrammatical string in *Help*

* lisp/help-fns.el (help-fns-function-description-header): If a
function type symbol begins with a vowel, precede it with the
article "an" instead of "a". To date this only prevents
displaying "a interpreted-function", and it's susceptible to
future false positives (bug#79469).
