## Problem
Follow-up to #1111, covering the issues side of the same hole: `tea issues create` accepts `--output` (it parses through the urfave/cli v3 ancestor-flag cascade — `issues` carries the flag via `AllDefaultFlags`, `create` never declares it) but the action never reads it. Without this fix, `tea issues create --output json | jq .url` feeds jq a markdown document.
The default output is doubly hostile to consumers: glamour renders the details as markdown (with OSC 8 hyperlinks around the URL when piped), and a second bare `fmt.Println(issue.HTMLURL)` line follows it.
## What this changes
- `task.CreateIssue` now returns the created `*gitea.Issue` instead of printing it.
- `runIssuesCreate` switches on `--output`, mirroring the detail-command precedent and the merged create-PR behavior from #1111: `--output json` emits compact lean JSON; any other value (or no flag) falls through to the previous rendering, byte-identical to before.
- Lean JSON shape: `index`, `title`, `url`, `state` — matching `createdPullJSON` in `cmd/pulls/create.go`, including its post-review compact encoding.
- The interactive path is untouched — it only triggers when zero flags are set, so `--output` can never be active there.

There is no agit-flow equivalent on issues, so no extra guard is needed — unlike the pulls side, every creation path produces an `*gitea.Issue`.

## Summary
\`Page: -1\` in the Gitea SDK calls \`setDefaults()\` which sets both \`Page=0\` and \`PageSize=0\`, resulting in \`?page=0&limit=0\` being sent to the server. The server interprets \`limit=0\` as "use server default" (typically 30 items via \`DEFAULT_PAGING_NUM\`), not "return everything". Any resource beyond the first page of results was silently invisible.
This affected 8 call sites, with the most user-visible impact being \`tea issues edit --add-labels\` and \`tea pulls edit --add-labels\` silently failing to apply labels on repositories with more than ~30 labels.

## Fix
Each call site is replaced with an explicit pagination loop that follows \`resp.NextPage\` until all pages are exhausted.

If there are no flags passed to the `issues edit` command, it prompts
for changes to the properties like title, description, labels, etc.

Disable pagination in all places where we need all items.
Ideally we'd do multiple paginated requests until the needed items are local, but this is blocked by https://gitea.com/gitea/go-sdk/pulls/473. So this is a stopgap to get correct behaviour.

Gitea 1.15.0 added a proper API for listing assignee candidates.
imho that release is old enough that tea can start using this without workarounds.

- Adds a new `Preferences` struct to the config, initially only containing `Editor: bool (default false)`.
This struct will be serialized to configs once there is a first tea induced change to the config (eg `tea login default <name>` or `tea login add`).
- Use external editor for all multiline prompts if preferred.
We already had a function for starting a texteditor for diff reviews; it does not really make sense to replace it with `survey.Editor`, as there is a big interface mismatch: survey expects strings as inputs, while our diff functions operate on files,
