Closes#571. Adds three pieces:
- 'tea pulls create --reviewer <user>[,<user>...] [--team-reviewer <team>...]'
to request reviews at PR-creation time (passes through to
CreatePullRequestOption.Reviewers / TeamReviewers).
- 'tea pulls request-review <idx> [<idx>...]' / 'tea pulls cancel-review ...'
subcommands wrapping POST/DELETE /requested_reviewers, with both
--reviewer and --team-reviewer CSV flags.
- 'tea pulls reviewers' listing subcommand (GET /reviewers) so users can
discover who can be requested before they invoke the above.
The WIP/draft toggle was deliberately deferred: upstream main already
exposes 'tea pulls create --draft' and 'tea pulls edit --draft/--ready'
(PR #1008), so this patch stays focused on reviewer support only.

## Summary
- Introduce `github.com/go-authgate/sdk-go/credstore` to store OAuth tokens securely in the OS keyring (macOS Keychain / Linux Secret Service / Windows Credential Manager), with automatic fallback to an encrypted JSON file
- Add `AuthMethod` field to `Login` struct; new OAuth logins are marked `auth_method: oauth` and no longer write `token`/`refresh_token`/`token_expiry` to `config.yml`
- Add `GetAccessToken()` / `GetRefreshToken()` / `GetTokenExpiry()` accessors that transparently read from credstore for OAuth logins, with fallback to YAML fields for legacy logins
- Update all token reference sites across the codebase to use the new accessors
- Non-OAuth logins (token, SSH) are completely unaffected; no migration of existing tokens

Adds a new subcommand to clone repos:
```
tea clone --login try --depth 1 norwin/test
tea clone gitea/tea
tea clone noerw/tea # will set up `master` to track `upstream` remote
tea clone try.gitea.io/noerw/test # will automatically set --login
```
This is just a replacement for `git clone` with small benefits:
- [x] does not depend on `git`, as tea ships with go-git
- [x] spares you typing of URLs and autoselects https/ssh based on your login config
- [x] forked repos: set up origin + upstream remote

this is a partial fix to #378, making the command available outside of a local repo.
new behaviour:
- when run interactively without local repo context, the head repo prompt is not pre-populated
- when run with flags without local repo context, it will complain unless `--head` is specified
refactor:
- pass TeaContext down to task.CreatePull

Not sure if this is the best way, but it's the simplest way to fix#333.
Everything else is overly complex due to a chicken-egg problem:
Knowing which remote / branch to push involves requires prompting the user,
which requires to have a upstream branch pushed to detect default values.
