from NormalSecondary, `<tab>`, synchronous next-hunk decision + restore-by-identity reveal).
**Milestone: the working-tree staging panel is functionally replaced.** This is where the
deferred post-stage selection re-anchor (§21.11) finally lands. Still pending:
interactive sign-off of steps 3–4 (incl. SxS), and the unstage-from-secondary path.
