docs: Fix scour dependencies for modern Debian. (#3936)

* Fix scour dependencies for modern Debian.

Debian now put the "scour" binary and their own "dh_scour"
build helper in a package named "scour", and package merely the
libs in "python3-scour". It's been like that for several stable
Debian releases: http://packages.debian.org/scour

* Make the dependencies docs a little more user friendly.

Prompt new contributors to search in their software center, and provide
some helper links for finding scour.
