As per Freedesktop icon theme spec 0.18
"Themes that are inherited from explicitly must be present on the system." -
that means we expect users to install Breeze and Elementary when they are installing
Papirus, which is unreasonable as they are large icon packs and are not present on
every system.
Inherit from hicolor is left in place aws there is no reason to remove it.
